The wall radiators are controlled by radiator thermostats (TRV= Thermostatic Radiator Valves) on each radiator while floor heating systems typically use a thermostat on the wall of the room to be controlled. These thermostats communicate with the floor heating via electrical wires.
A time-driven regulation of heat per room helps to dramatically reduce energy, since rooms are only heated when really needed.
